Therefore, in case of deficiencies in providing proper services for the survived people suffering from these damages, irremediable damages may inflict them after the earthquake. This study is intended to investigate the effects of earthquakes on vital arteries and the relations of the effects of earthquakes on infrastructures, and the role of these events on social crisis management. Furthermore, it is aimed at designing a causal model identifying the relation between earthquakes and increasing social crises, and providing a new classification for vital arteries system in order to pave the way for reducing social crises. In order to gain the ability to perform well in different situations before, during and after earthquakes regarding social crises, it is necessary to establish coordination among activities. To achieve it, the researchers suggest that a central headquarter, called the crisis headquarter, be established on the basis of necessary and efficient strategies together with the ways to implement and train them. خسارات تنها به‌زمان وقوع زلزله متعلق نیست؛ بلکه بعد از وقوع زلزله نیز آثار منفی و نامطلوبی مانند بزهکاری در جامعه برجای می‌ماند؛ بنابراین باتوجه به خسارات وارده، برای کسانی که از زلزله جان سالم به‌در برده‌اند نیز در صورت اختلال در خدمات‌رسانی صدمات جبران‌ناپذیری در بر خواهد داشت. در این پژوهش سعی شده است ضمن بررسی وضعیت اثر زلزله بر شریانهای حیاتی رابطه تأثیر زلزله بر ساختار زیربنایی و نقش این پدیده بر مدیریت بحران اجتماعی مورد مطالعه و بررسی قرار گیرد؛ هم‌چنین با ایجاد یک الگوی علّی و الگوی پیشنهادی بین زلزله و افزایش بحرانهای اجتماعی، طبقه‌بندی جدیدی برای سامانه شریانهای حیاتی ایجاد، و زمینه کاهش بحرانهای اجتماعی فراهم شود. برای اینکه بتوان عملکرد مناسبی را در وضعیت‌های متفاوت قبل، هنگام و بعد از زلزله دربارۀ بحرانهای اجتماعی عرضه کرد، لازم است همبستگی بین فعالیتها ایجاد شود؛ بدین منظور تشکیل ستادی تحت عنوان ستاد بحران براساس راهبردهای مورد نیاز و کارآمد به‌همراه چگونگی اجرا و آموزش لازم، ضروری به‌نظر می‌رسد. https://cmj.ihu.ac.ir/article_206146_2c7103899f54b50c510a7876090a0697.pdf
